Minutes

Minutes of the 12 June were adopted as correct. There were no matters arising.

Correspondence

OUT:a) On the 30 August the Board’s website stated that the business case would be submitted and considered by July 2007. An e-mail was sent to the Capitol Finance branch of the then Scottish Executive to ask whether the GG&C Health Board had yet submitted the Outline Business Case for the new South Glasgow Acute Hospital i.e. the rebuilt SGH. The reply stated that the OBC is still in the hands of the GG&C Health Board. Shortly after this the website was brought up to date by the Board!

b) Letter to Robert Calderwood re diagnostic equipment in the Victoria ACAD. We asked whether the new scanner to be installed in the ACAD would replace the existing one in the Victoria or would both be retained?  This will require additional staff. Does the Board intend to employ more radiographers and radiologists? Will the scanner be available 24 hours a day for emergencies?

IN: e-mail from Robert Calderwood to say that as well as a new CT scanner there will be an MRI scanner in the Victoria ACAD. There was no reply to the other questions raised.

Treasurer’s Report

Dan MacPhail presented the audited accounts for 2006-07 and reported that the current balance in the bank is £2327.17.

Healthcare for London – A Framework for Action

This paper A Framework for Action details how Professor Ara Darzi believes London's healthcare needs to change over the next ten years. It also looks beyond the vision and identifies the key enablers that will turn the vision into reality. The ideas put forward could equally well be applied in Scottish cities like Glasgow. In drawing up the report the Professor and his team met with a lot of cynicism. Many people felt that there have been enough strategic reports already, and that the problem is too little strategic action.

Dr. Alastair Glen represented the Forum at the Scottish Campaigns Network meeting with Nicola Sturgeon on the 24 September and subsequently confirmed by letter the ideas that he had discussed. The following is an extract from this letter;

Darzi’s report endorses the plan to have specialised hospitals serving a population of 500,000, to look after trauma and complex medicine and surgery, but notably does not recommend that these specialised hospitals undertake all the emergency medical and surgical admission load. He recommends that for the common medical and surgical emergencies, patients are admitted and looked after locally. The model hospital for this work the Brent Emergency Care and Diagnostics unit (BECAD) has been in action for about 2 years. BECADs are intended to serve a population of 250,000, have a consultant led Accident and Emergency, 250 to 300 beds for medical and surgical emergencies and High Dependency beds to level 2 intensive care with capacity to stabilise and transfer patients who require level 3 intensive care with ventilation. The diagnostics and outpatient features of an ACAD are part of the BECAD.

Meeting with Robert Calderwood

James Sandeman met with Robert Calderwood on the 4 September. He was advised that no out-patients from the SGH catchment area will require to attend clinics at the Victoria ACAD. Only 21,000 patients from the south west are expected to have to attend the ACAD. When the Mansionhouse unit closes 48 patients will be given beds in the ACAD, 112 will be sent to the SGH and 60 will be accommodated in continuing care.

Better Health, Better Care

A consultation paper has been issued by the Minister for Health and Wellbeing entitled Better Health, Better Care and can be downloaded from the website; www.scotland.gov.uk/Publications/2007/08/1316582/0. Comments should be sent to the Minister by the 12 November 2007. 

Initial comments included criticism of the way in which it has been written. Plain English would certainly help.

Transport

Chris Drapper, Transport Projects Manager for GG&C Health Board, has agreed to attend our 13 November meeting and speak to us on the following topics;

1. Hospital Evening Visitor Transport Service.

2. Housebound Project {a pilot running in the East and South West CHCP areas).

3. Transport for the Physical Activity (‘Falls’ programme) exercise classes – NHS classes and NHS/Culture & Sport Glasgow (combined) classes.

4. Integrated Transport Pilot within Glasgow City.
