Margaret Hinds welcomed everyone to the meeting and introduced Christine Lang, the Independent and Advice Support Service (IASS) development worker with Citizens Advice Bureau (CAB) in Edinburgh.

Every Health Board in Scotland has at least one IASS worker. GG&C Board has three and the Highland Region has four. A copy of the handout explaining the work of the service can be viewed here. It became evident that individual complaints are being dealt with by CAB but a system to highlight a recurring type of complaint is not available. The IASS worker cannot make a general complaint on behalf of patients about a particular NHS issue. The Chairman thanked Christine for attending the meeting and for the clarity of her presentation.

Minutes

Eric Canning proposed the adoption of the minutes of the 8 September 2009 and this was seconded by Janette Butler. There were no matters arising.

Treasurer’s Report

Mary Hamilton reported that there are still a few members dues outstanding. The balance in the bank at the 13 October was £2482.48.

Correspondence

On the 15 September the Forum raised the issue of insufficient general information being provided to a patient when an appointment letter was sent out to attend the Stobhill ACH. Paul Cannon, Head of Administration, NHSGG&C Acute division, responded asking for further information. We provided a copy of the leaflet entitled ‘Information for Outpatients - the new Victoria and Stobhill Hospitals. On the 25 September Mr Cannon acknowledged receipt and said he would come back to us. We are still waiting to hear the outcome of his investigations.

Douglas McGregor felt that the generation of the information for patients should be part of the IT programming and suggested we raise this matter with Richard Copland, Director of IT, Acute Services Division.

Scottish Health Campaigns Network

The Scottish Health Campaigns Network (SHCN) held a regular meeting on the 3 October.

Robert Cumming, retired consultant haematologist and chairman of the SHCN attended a meeting in September to discuss the subject of venous thromboembolism (VTE). He reported that 25,000 patients die annually as a result of either venous or arterial embolism. He indicated the importance of patients at risk from this complication carrying details of any existing conditions and current medications.

The Election of Health Board members will be piloted in Dumfries and Galloway and Fife. The new Boards will consist of 12 appointed and 12 elected members. The Chair will be appointed by the Scottish Government. Election will be by postal ballot and include 16 year olds.

James Sandeman submitted a paper on the future provision of emergency beds, care homes and health and social care for an aging population. According to the General Register of Scotland it is estimated that the number of over 65s will increase by 40% by the year 2031 to 23% of the total population. The Government has been warned that if there is no change in current practice and resources, the demand across Scotland could increase massively as follows;

Emergency admissions +114% NHS Emergency beds +84%

Care Home Residents +85% Health & Social Care costs +74%

Annual Review of Greater Glasgow & Clyde Health Board

The Annual Review of Greater Glasgow & Clyde Health Board took place on the 19 October in the Thistle Hotel, Glasgow. Chaired very ably by Nicola Sturgeon, the Minister for Health and Wellbeing. A complete report is available on the Health Board website in written and audio versions.

There were 5 members of the Scottish Government and 8 members of the Health Board. Approximately 150 members of the public attended.

There has been a reduction in hospital acquired infections. This is due to improved cleaning methods, attention to hand cleansing by staff after each patient, the use of alcohol based hand cleanser. It was admitted that it is extremely difficult to insist on visitors using cleansing agent before entry on the wards.

Targets have been met for waiting times in A&E depts - 4 hours from arrival to admission, discharge or transfer, first outpatient appointment - 12 weeks, diagnostic tests - no longer than 6 weeks.

When questioned Mr Calderwood reported that the Renal Dialysis units at the New Victoria ACH and Stobhill will open the first week in November. He said that it was decided that the laboratory in the new building would not be operational as long as there was a facility in the Victoria Infirmary.

Not all the operating theatres in the Victoria ACH are in use . According to the board this is as planned for the present and to meet future levels of activity in the building

The Board was asked about the ability of the Royal Infirmary A&E department to cope when the Victoria Inf and the Casualty dept close at Stobhill. An expansion of the A&E facility at the Royal will commence early next year.

There have been several tenders for the contract to build the new adult and children’s hospital at the Southern General Hospital site. A report is to be made to the Board on the 3 November with regard to the appointment of a preferred bidder.

Questions had been submitted to the Board prior to the meeting and an assurance was given by Nicola Sturgeon that a written answer to each question would be sent out by the Chairman of the Board. As yet replies to questions asked by James Sandeman and Margaret Hinds have not been received. We understand that the Chairman is in hospital.

Greater Glasgow Health Board meeting 20 October 2009

Chairmans Report The chairman had meetings with CHPs, W Dunbartonshire, E Glasgow, SE Glasgow and also reported on the formal Review of the GG and Clyde by the Cabinet Secretary for Health and Wellbeing. This public meeting was noted as 2.5 hours formal review and 1.5 hours of open questions and reported a good show from his team. Comments made at the board meeting were ; Too long formal procedures should be made more public friendly - Board needs to become more responsive to the public.

H1N1 Flu planning: The vaccination program was to be launched on the 21 Oct based on immunisation of priority groups, health care staff, ill hospital patients and pregnant women, although there would be a build up from the 6000 doses immediately available. Two types were available , one had proved effective with a single dose. 30 million courses of the 2 dose immunisation had been ordered for the UK. Distribution centres for antiviral drugs were being set up and efforts made to recruit more staff. Viral pneumonia was more common with N1H1 than with seasonal flu so more ITU places were likely to be utilised.

Hospital acquired infection. The reduction in MRSA infections was on target and there had been a substantial (30%) reduction in Clostridium Difficile infection.

Admission waiting time targets: Only reported problems were with orthopaedic admissions as a result of an unexplained increase in referrals.

Delayed discharges were causing concern in SW Glasgow, said to be due to social work shortages.

Financial Deficit. The current deficit was £1.5m. Savings of this order were required by the end of the year.
