Margaret Hinds, chair of the Health Forum, welcomed Richard Copland, Director of Health Information & Technology for the NHS GG& C Health Board, and his colleague Bud Campbell.

Using a projector linked to a laptop computer Mr Copland gave a detailed demonstration of the IT system that has been devised to cut back on paper records for hospital patients and also provide information for the patients GP. The information held in the system is not available to all medical personnel. In order to preserve confidentiality a system is in place to allow access at different levels according to need. Taking notes during the presentation was not easy as you had to watch and listen simultaneously. Mr Copland will send on copies of the slide presentation and these will be included with the December minute.

A question and answer session followed.

1. Dr Matthew Dunnigan pointed out that in many cases a consultant will want to write a detailed letter about a patient rather than making an electronic entry into the computer system. Mr Copland advised that such letters would be scanned into the system.

The electronic record will add value to the written record. Not replace it entirely.

2. How long will paper records be retained? According to Government policy. Paper records are costly to store and retrieve.

3. Staff training in the use of the IT system? There is a formal training given before access. Clinicians find it quite intuitive to use.

4. How unique is this system to the NHSGG&C Health Board? The Scottish Government is keen to see the approach spread around Scotland.

The IT department is still working on the system with emphasis on the clinical viewpoint rather than the planning aspect.

Margaret Hinds thanked Mr Copland and Mr Campbell for their presentation and for answering questions so openly. We will look forward to a visit from them some time next year.

Minutes

The minutes of the 13 October 2009 had been circulated to members and James Sandeman asked that an amendment be made as follows; According to the General Register of Scotland, it is estimated that the number of over 65s will increase by 40% by the year 2031 to 23% of the total population. The adoption of the amended minutes was proposed by Pat Lally and seconded by Eric Canning.

Treasurers Report

Mary Hamilton reported that the balance in the bank at the 10 November was £2476.00. Margaret Hinds proposed that we support the Childrens Christmas Party at the Larkfield Centre. It was decided that a cheque for £75 would be sent as soon as possible.

Time did not permit us to continue and the meeting closed at 9.30 p.m.
