Minutes of the 8 February were adopted as correct. There were no matters arising.

Correspondence: IN a) from Robert Calderwood on 1. Bed changes at the Victoria and SGH

comparing bed numbers from Apr ‘02 to June ‘05. 2. Activity analysis at Victoria Inf. There has been a reduction in the number of elective procedures over the period February ’03 to Apr ’05. and a significant increase in the non-elective episodes. 3. Gynaecology waiting times have reduced although there are more patients on the waiting list. 4. The service profile of the ‘New Hospital’ at the Victoria detailed the services which will be available and the opening hours of the ACAD.

Cross-party Group of MSPs

Cross-party Group of MSPs; held in Scottish Parliament building on 22 Feb 2005.

The meeting was chaired by Dr Jean Turner and was addressed by Dr Colin Waine of the National Obesity Forum and Sir Michael Hirst, Chairman of Diabetes U.K. Dr Waine spoke on ‘Obesity – Scotland’s ticking time bomb’. Lifespan will be reduced by 10 years for those who are obese. The extra weight produces a metabolic syndrome made up of three components a) high risk of cardio-vascular disease b) high risk of developing colon cancer c) onset of type II Diabetes. A loss of 5kgm-10kgm weight will dramatically improve health in the obese. The doctor emphasised that he was not talking about people becoming like Twiggy. The incidence of type II diabetes is straining NHS clinic resources and this is very sad news for those with type I diabetes that is not self-inflicted.

 

GGNHS Board meeting on Community Health Partnerships

GGNHS Board ‘Our Health’ meeting of 24 February on Community Health Partnerships: attended on our behalf by Elizabeth Bashir and Fiona Brodie.

Main speakers: Sir John Arbuthnott, Dr Harry Burns, Catriona Renfrew and Neil Hunter (Community Services Manager from Glasgow Addiction Centre)

As from the 1st of April CHPs are to be established to replace the existing Local Health Care Cooperatives (LHCCs). There will be one year for transition to full operation. In Greater Glasgow there will be 9 CHPs each serving approx 100,000 people. The idea is to bring together Health Services with all other services that influence our health. The NHS is committed to this; the Local Authority involvement is voluntary. There is no overall blueprint for CHPs- they will vary from area to area. Each CHP will have its own Public Partnership Forum to provide a formal arrangement for voluntary sector and community involvement. The Glasgow Council for Voluntary Services will develop a framework for the PPF.

NHS GG Health Newspaper Spring 2005 The Scottish Executive has allocated £100 million for the relocation of the Royal Hospital for Sick Children currently at Yorkhill.

‘Search for children’s hospital site. The new hospital is to be located beside – and fully integrated with – adult acute hospital services and maternity services.’ Professor Andrew Calder, Professor of Obstetrics and Gynaecology at Edinburgh University is chairing an advisory group to help choose a site from 40 available NHS sites throughout Glasgow.

Our comment is where are these 40 sites that meet the clear criteria set out for the location of the children’s hospital?? The Health Board has decided that Glasgow will have only two acute hospitals, the Royal Infirmary and the Southern General Hospital and have stated that their decision is irreversible! There is no space to build a children’s hospital at the Royal Infirmary therefore the answer must be the Southern General campus. We wrote to the Health Minister suggesting that a new children’s hospital and a maternity unit could be built on the old Victoria Infirmary site and a brand new acute facility built on the QPR site in lieu of the ACAD. He responded thanking us for our document ‘Keeping the NHS local’ and advising that he will task the specialist group to monitor the plans for the new children’s hospital. He is aware that NHS Greater Glasgow has welcomed the appointment of Professor Calder and his group and looks forward to working closely with this monitoring group. Our question must be, if the decision is made to relocate the Sick Children’s Hospital where does that leave the Queen Mother’s Maternity Hospital? We have written to the Board asking where the 40 sites are to be found in the Greater Glasgow area.

South Monitoring Group meeting 3 March 2005;

Alex McIntyre addressed the meeting on the ACAD project and the proposed plans of Canmore the sole bidder for the contract. The 60-bed rehabilitation unit will be an integral part of the building and there will parking available at a level below the ACAD. We have invited Mr McIntyre to attend a Forum meeting to explain the layout to us. We are certain that the traffic impact of the new building on the surrounding roads will be horrendous. A letter has been written to the Board asking whether a traffic impact study has been carried out.

Report of GGNHS meeting 22 March 2005

The formal minute of the Board meeting for February 2005 records the position on “The review of assumptions underpinning June 2002 decisions on Accident and Emergency Services” and states that the assumptions were confirmed and remained valid. Councillor White’s view that a decision should not be reached until Professor Kerr’s report was published (expected late May 2005) was not accepted.  It was conceded that when the Kerr report was published the Board would consider its recommendations. The minutes also record that “significant changes needed to be made to arrangements for dealing with acute admissions and the Board needed to plan the right number of beds.”

The Oral Health Strategy was presented to the Board members. Staff recruitment and retention is the problem. Frank Angell, retiring chairman of the GG Dental committee said that dentists were going private as a result of the lack of revision to the scale of fees. The proposed solution of increasing the salaried service would make staffing worse. Only the press showed any interest in what Frank Angell had to say.

            The situation remained very poor for outpatient waiting times, with 11,254 waiting for an appointment for more than six months- a slight improvement on January’s figure of 12,715.

 

Reshaping the NHS

PLEASE NOTE: On Monday 11 April 2005 public debates will take place at Holyrood. In the morning the motion is Reshaping the NHS. After lunch the house will debate the motion Solutions. Margaret Hinds and other members of the public have been invited to participate in the debate.

 

 

The AGM of the Health Forum S.E. will take place on the 10 May 2005 in the Larkfield Centre Govanhill at 7.30 p.m.

and will be followed by the regular meeting commencing at 7.45 p.m.
