Margaret Hinds welcomed Michael Fuller, Scottish Health Secretary of Unite union. Mike had been shortlisted for an interview following his application to join the GGG&C Health Board as a non-executive member. One question was posed prior to the interview. ‘What are the main issues facing the GG&C Health Board?’ The immediately obvious issue is the financial situation. To balance the books what aspect of the service should be reduced.? With the worst statistics for cancer and heart disease in the UK the Board has a massive problem. Mike gave a wide ranging talk on his views of how savings could be achieved especially through reduction in the number of district councils and the closer working of social work and NHS staff. Quoting Bevan ‘You get the health service that you fight for’ .

We feel that Groups like ours and the Scottish Health Campaigns Network must keep raising issues with the Health Board.

Margaret thanked Mike for coming and explaining very candidly his hopes and fears for the future of the NHS and particularly as they apply to the Greater Glasgow and Clyde region.

Minutes

There were no amendments to the minutes of the 11 January meeting and the adoption was proposed by Janette Butler and seconded by Mary Hamilton. There were no matters arising.

Correspondence

A letter was e-mailed to all Scottish MPs re the Health And Social Care Bill second reading. Several replies were received advising that according to parliamentary protocol the MP could only reply to his/her own constituents. The motion in favour of the Bill was carried.

Treasurer's Report

Mary Hamilton reported a balance in the bank of £1954.77. It was unanimously agreed that the Forum should remain a member of the Scottish Health Campaigns Network and a cheque of £25 should be sent to their Treasurer.

Press Report

The Herald newspaper reported that NHS Health Scotland employees will be provided with private health insurance by Clinic 158, a private Glasgow based clinic.

Waiting Times

It was noted that average waiting times between referral and admission to hospital are the best in the UK for the period 2009-10 according to the Office for National Statistics.

Health Board Meeting

Alastair Glen attended the Health Board meeting of the 15 February and reported that the Victoria Inf was now showing the lowest levels of incidence of infection with MRSA and Clostridium Difficile in the GG&C Health Board area. Outpatient waiting times had been met and no patient waited longer than 12 weeks for an appointment. The Victoria and Southern General A&E depts saw 96% of patients within 4 hours during December - quite an achievement in the exceptionally difficult weather conditions.

The programmes for The Senior Charge Nurse Review - ‘Releasing Time to Care’ evoked considerable discussion in the light of the report from the Health Ombudsman in England of complaints upheld relating to the poor standard of care for the elderly. One Board member thought that the review should be renamed ‘Releasing time to Talk‘, on the grounds that it could be very difficult for relatives or carers to get information about relatives in hospital. The programme is in the early stages of implementation and we can expect to hear more of this.

There was no other competent business and the meeting was closed.
