Report of special meeting of Health Service Forum S.E. held in the Larkfield Centre

on Wednesday 30 August 2006.

 

Margaret Hinds welcomed the speaker Alex McIntyre, Director of Facilities for Greater Glasgow & Clyde Health Board.

Alex announced that on the 23 August the Board signed the financial closure of the ACAD project. He went on to outline the various stages;

  1. by mid November 2006 the contractors will be on site
  2. the internal details of the building will be finalised
  3. mid 2007 the basic structure will be in place
  4. within 28 months the building will be commissioned
  5. preparation for transfer of services
  6. Green transport plan to be implemented
  7. Board required to widen 150 yd stretch of Prospecthill Road at Langside Road during 2008
  8. Spring/Summer 2009 ACAD opens for patients

A standard form of contract has been signed under Scots Law. If the consortium gets into financial trouble the bank can take over.

The remainder of the meeting took the form of a question & answer session.

Q. If changes are required to the building how is this achieved?

A. Changes are dealt with under change control. They can be of 2 types a) legislative b) discriminatory

Legislative changes to the building are alterations required by the Board in order for the Contractor to comply with agreed construction. Contractor foots bill

Discriminatory changes are changes to the original remit of the contractor and are are notified to the contractor who will submit a price for the work. The Board is not obliged to accept this price and can ask for competitive quotes. All negotiations are through the consortium

During the 30 years of the PFI contract the Consortium is under contract to maintain the building and the maintenance costs are built into the contract. In the last 2 years of the PFI contract there is full review of the building and the fabric must be brought up to Category ‘B’ for the handover. The Board expect a further 30 years use out of the building. The maintenance staff provided by Parsons Bickerhoff Ltd will be employed by the Consortium.

Q  Who will have responsibility for the IT system in the ACAD?

A  The Contractor provides the cabling into the building. Everything else is the responsibility of the Board.

Q  It was pointed out that Unison opposes PFI contracts and has undertaken research on various faults found in PFI hospitals. The most common faults are;

a) Heavy fire doors which do not have delay mechanisms to hold them open for trolleys etc.

b) Lack of storage space

c) Lack of proper ventilation

A.  a) This will not be a problem in the new ACADs. b) There will be adequate storage space.

c) A system will be installed that controls the inside temperature by responding to the outside temperature

Q  What are the opening hours of the ACAD?

A . 8 a.m. to 8 p.m. If there is a demand then the opening times may be extended.

Q.  Will there will be a staff crèche facility?

A.  No.

Q  Is there room for expansion of the ACAD ?

A Yes on the Prospecthill Road side of the site.

Q  Various about transport facilities to the Southern General Hospital in particular Is there room for a bus station or train station at the Southern?

A . Yes there is. Transport issues are being looked at very closely.
